RoHS 1 was initially introduced as an EU Directive (2002/95/EC), which came into force in 2003. The initiative was mainly to restrict the use of certain Hazardous Substances in Electrical and Electronic equipment to protect the environment and public health.
EU RoHS 2 (RoHS Recast) refers to Directive 2011/65/EU became law on 21 July 2011 and took effect on 2 January 2013.. This directive replaced earlier RoHS 1 with extended scope of products covered and also enforced new obligations on EEE manufacturers to prepare EU compliance conformity including CE markings on finished products. RoHS2 applies to all 8 categories of the RoHS Directive and has added medical devices to its coverage list.
EU RoHS 3 (EU Directive 2015/863) added four new restricted phthalates substances and this directive came into force on the 22nd July 2019.
The four phthalates are mainly used as insulation plasticizers, they are also on the REACH SVHC list (Substances of Very High Concern). Below is the expanded list for RoHS 3:
